On Thursday, December 4, 2025, Stephanie Roebuck will be presenting at a virtual webinar on Student Discipline and Special Education Students for the Lower Hudson Valley Special Education Task Force.
Federal and State law provide protections for students with disabilities as it relates to student discipline. Students with IEPs and 504 plans may face out of school suspensions or other penalties as set forth in their district’s code of conduct. This presentation will address proactive steps to address conduct before it leads to discipline, as well as cover procedural safeguards required when an out-of-school suspension is imposed by a school district. Presenters will discuss the importance of alternatives and how to navigate such given the laws.
Stephanie M. Roebuck represents numerous public school districts as General Counsel, Labor Counsel and Special Education Counsel in Westchester and Rockland Counties, NY. She regularly handles school litigation matters in both state and federal courts, appeals to the Commissioner of Education, impartial special education hearings under the Individuals with Disabilities Education Act and Education Law, employee disciplinary proceedings pursuant to the Education Law and Civil Service Law and discrimination and/or retaliation claims before the U.S. Equal Employment Opportunity Commission and State Division of Human Rights. She also represents school districts and other municipalities with regard to labor relations from negotiation of labor contracts for all types of bargaining units to improper practice proceedings and arbitrations.
