Richard O’Rourke and Jennifer Gray represented Bluewater Property Group in obtaining all necessary approvals for the 534,000 square-foot Mopar Parts Distribution Center by Stellantis, the publicly traded multinational auto maker (Chrysler, Dodge, Fiat, Jeep, Maserati, Peugeot, and Ram). On April 24, Stellantis Executives, State and Local officials announced the opening of the state-of-the-art facility, which is carbon-net-zero, Leadership in Energy and Environmental Design (LEED) Silver Certified, and has all electrical HVACS systems.
On April 28, 2025 The USA Today Network published an Article about the announcement where Dutchess County Executive Sue Serino stated, “Stellantis’ decision to build this beautiful new Mopar distribution center right here in East Fishkill means good-paying jobs, long-term economic growth and another major global company choosing Dutchess County as its home”.
This is the second significant redevelopment of the former IBM West campus in which Rick O’Rourke and Jennifer Gray provided successful legal representation. The 630,000 square-foot Amazon warehouse next to the Stellantis Distribution Center, which was originally proposed by the Bluewater Property Group in 2021, is now fully operational, having received all approvals after a comprehensive environmental review.
Richard L. O’Rourke serves as trial and appellate counsel in state and federal courts, and represents clients before federal, state and local boards and agencies. He has served as lead counsel to many municipalities, property owners and land development companies in the Hudson Valley and Long Island.
Jennifer Gray represents property owners and developers throughout the Hudson Valley in connection with applications seeking land use and zoning entitlements and serves as counsel to several local planning and zoning boards where she advises the boards on various issues related to compliance with state and local procedural requirements, as well as compliance with the New York State Environmental Quality Review Act (“SEQRA”).
