Areas of Practice

Professional Experience

Jennifer Gray’s practice is devoted to the areas of planning and zoning, and litigation pertaining to land use, municipal and real estate matters. Ms. Gray represents property owners and developers throughout the Hudson Valley in connection with applications seeking land use and zoning entitlements. For example, Ms. Gray was part of the team that secured approvals for a 630,000 square foot Amazon warehouse and served as lead counsel in obtaining approvals for a Frito Lay distribution center in Dutchess County. Ms. Gray was also part of the team that secured all local approvals for a $1.675 billion natural gas-fired electric manufacturing facility for the generation of 1,000 megawatts of electricity. Other notable projects include a 4-story, 25,000 square foot self-storage facility, the adaptive re-use of an historic residence known as Villa Lewaro for use by the Madam C.J. Walker Institute for Women of Color Entrepreneurs, and many other subdivision, site plan, special permit, variance and other similar applications.

Ms. Gray also serves as counsel to several local planning and zoning boards where she advises the boards on various issues related to compliance with state and local procedural requirements, as well as compliance with the New York State Environmental Quality Review Act (“SEQRA”). Ms. Gray’s litigation experience includes challenges to land use determinations of municipal boards, including matters related to SEQRA compliance, and other matters pertaining to real property such as adverse possession, easements and title issues.

Ms. Gray joined the firm in 2006 following her graduation from law school and became a Member of the firm in 2015. While in law school, Ms. Gray interned for the U.S. Environmental Protection Agency in Washington D.C. and the Michaelian Municipal Law Resource Center of Pace University.

Ms. Gray is a lecturer on issues related to land development, zoning and SEQRA for the Westchester Municipal Planning Federation (WMPF), New York Planning Federation (NYPF), Hudson Valley Pattern for Progress, and local bar associations. For instance, Ms. Gray presented “Use of Accessory Dwelling Units to Respond to Changing Housing Needs” (2023) to NYPF, “SEQRA Basics” (2023) to WMPF, “New SEQRA Regulations” (2019) to WMPF and NYPF, “Land Use Case Law Update” (2018), “Local Code Enforcement & Prosecution” (2014) and “SEQRA: An Overview” (2013) to NYPF, “Land Use Law Update” to WMPF (2010) and “New York Brownfields Law” to the Rockland County Bar Association (2006). She has also presented programs for Hudson Valley Pattern for Progress, Land Use Law Center at Elisabeth Haub School of Law at Pace University and the AIA Westchester Hudson Valley.
