Judson Siebert’s practice is devoted to the representation of public and private sector clients in litigation involving land use, municipal, real property and real property tax assessment disputes. Mr. Siebert also represents builders, property owners and developers, commercial enterprises, utilities and individuals in land use applications before local zoning and planning boards throughout southeastern New York State. He has assisted his clients in securing approvals for residential, commercial, franchised business, biomedical research, wireless communication, sewer and water utility and public purpose projects. Mr. Siebert serves as special counsel to the governing bodies of cities, towns and villages, as well as counsel to local planning and zoning boards of appeals.
Mr. Siebert has successfully represented clients in lawsuits impacting land use practice throughout New York State. As an example, he argued Real Holding Corp. v. Lehigh before the New York State Court of Appeals. This zoning decision confirmed the right of property owners to pursue area variance relief from dimensional requirements associated with special use permits. He also served as counsel in Cellular Telephone Co. v. Rosenberg, in which the New York State Court of Appeals first recognized that a wireless communication provider should be treated as a public utility for zoning purposes.
Mr. Siebert represents public sector clients in real property tax litigation, and issues related to real property tax administration and the formulation of tax abatement and payment in lieu of tax agreements.
Judson Siebert served as the third Managing Member of Keane & Beane, P.C. from 2017-2023, following Edward F. Beane and David Glasser. Mr. Siebert joined Keane & Beane following his graduation from law school in 1985.
Mr. Siebert lectures on zoning, real property and municipal issues at programs sponsored by the New York State Bar Association, Elisabeth Haub School of Law at Pace University Continuing Legal Education, the New York State Association of Towns, the Westchester Municipal Planning Federation and the Westchester Chapter of the New York State Assessors Association.
Mr. Siebert is a Board Member of the Alumni Association of the Elisabeth Haub School of Law at Pace University. He is the past Vice President of the Somers Education Foundation. He also devotes time to organizations serving the needs of adults with developmental disabilities.
