Professional Experience

Richard K. Zuckerman joined Keane & Beane, P.C. as a Member in 2024. He represents management in all public and private sector labor and employment law areas, including collective bargaining, discipline and litigation-related matters. His public sector clients include cities, counties, towns, villages, fire and ferry districts, libraries, and public utilities. He also serves as general counsel to school districts and as a hearing officer in General Municipal Law Section 207-a and 207-c disputes.

Mr. Zuckerman is a past Chair of both the New York State Bar Association’s Local and State Government Law Section and Labor and Employment Law Section, as well as a former President of the New York State Association of School Attorneys. He has also served as a member of the New York State Bar Association’s House of Delegates. Mr. Zuckerman is a Fellow of the Governors of The College of Labor and Employment Lawyers, a Fellow of the American and New York Bar Foundations, and an Inaugural Member of the Board of Advisors for the St. John’s University School of Law Center for Labor and Employment Law. He is one of the co-editors for the New York State Bar Association’s treatise Lefkowitz on Public Sector Labor and Employment Law and was an editor for the American Bar Association’s treatise Discipline and Discharge in Arbitration and Supplement. In addition, he was a contributing author to the American Bar Association’s contract arbitration treatise How Arbitration Works (Elkouri & Elkouri), has co-authored numerous practice-related articles and has presented numerous programs regarding various labor, education and employment law-related topics.
